Why Mussoorie Needs a New System
Mussoorie, a cherished destination, has recently experienced a massive increase in visitors. Tourist numbers skyrocketed from 11 lakh in 2022 to over 21 lakh in 2024. This rapid growth has resulted in severe overcrowding and constant, lengthy traffic jams, particularly noticeable around Gandhi Chowk and Mall Road.
The decision to make registration compulsory stems directly from a directive issued by the National Green Tribunal (NGT) on May 8. The NGT ordered the Uttarakhand government to implement this system within two months. The tribunal specifically raised concerns about Mussoorie’s “carrying capacity,” emphasizing the importance of considering available parking and guest rooms. This directive also followed a status report on land subsidence in Joshimath.
How Tourist Registration Will Work
Under the new system, hotels, guesthouses, and homestays are now responsible for registering their guests. This process officially began on Wednesday. Before they can register guests, accommodation providers must first register their own facilities on a dedicated portal created by the Uttarakhand tourism department.
This initial registration requires details such as the owner’s name, phone number, the type of accommodation (like a hotel or homestay), the property’s name, its number of rooms, and total capacity. Once an establishment is registered, they can then input guest details at the time of check-in. District Tourism Officer Brijendra Pandey noted that this registration will provide crucial data on tourist arrivals in the town.
Mixed Reactions from the Hospitality Sector
The new registration requirement has elicited varied responses from Mussoorie’s hotel and guesthouse owners. Sanjay Aggarwal, who serves as the President of the Mussoorie Hotels Association, confirmed that they have advised members to comply with the new rules, following the tourism department’s instructions.
However, not everyone in the industry is in agreement. Some hotel owners have voiced strong opposition, describing the move as a “hindrance.” One anonymous hotel owner expressed worries that this system could complicate operations, especially during the bustling peak seasons, potentially creating difficulties for those in the tourism industry.

The critical need for this new system is highlighted by the significant issues Mussoorie has faced due to excessive tourism. The continuous rise in visitor numbers has led to extensive traffic congestion, causing considerable disruption throughout the area.
A tragic incident in June brought these severe consequences into sharp focus: a tourist from Delhi sadly passed away after being stuck in traffic and unable to reach medical attention in time. This event starkly underlined the urgent need for improved management of tourist flow in the region.
