A Bold New Direction for Tourism
Tourism Minister Rohan A. Khaunte recently announced a strategic shift for Goa’s tourism landscape. The new vision, aptly titled “Goa Beyond Beaches,” aims to highlight the state’s vibrant culture, deep spirituality, wellness offerings, and natural environment.
This long-term approach signifies a move towards a more holistic and sustainable tourism model. It focuses on diversifying attractions and providing visitors with a deeper understanding of Goa’s unique heritage.
Booming Tourist Numbers
Despite any past notions of decline, Goa is experiencing remarkable growth in tourist arrivals. From January to June 2025, the state welcomed 5.45 million tourists, including 5.18 million domestic and 0.27 million international visitors.
This represents an 8.4 percent increase year-on-year. Overall, Goa saw 10.4 million tourists in 2024, a significant jump from 8.06 million in 2019, with substantial post-COVID growth in both domestic and international arrivals.
Strengthening Global Air Connectivity
Enhanced air connectivity is a major catalyst for Goa’s tourism boom. Direct flights from Gatwick are set to resume by the end of September, significantly boosting access from the UK.
Additionally, Aeroflot will launch a new thrice-weekly service from Yekaterinburg to Mopa on October 5, projected to bring in an estimated 13,000 Russian tourists. New links with Poland, Kazakhstan, and Uzbekistan are also contributing to the surge in international visitors.
Pioneering Regenerative Tourism
Goa is making history as the first state in India to adopt a regenerative tourism model under the “Goa Beyond Beaches” initiative. This framework prioritizes People, Economy, and Environment, ensuring tourism benefits all stakeholders.
A key initiative is the “Ekadasha Teertha” spiritual circuit, connecting 11 historic temples. State-run buses are already facilitating visits, with further tenders out for developing common facilities around these sites.
Major Infrastructure Development Underway
The state’s infrastructure is set for a significant upgrade through the Swadesh Darshan and PRASHAD schemes. Two prominent projects are the upcoming Unity Mall in Chimbel, a ₹161 crore venture, and a Digital Museum in Ponda, valued at ₹125 crore.
These cultural hubs are central to Goa’s plan to expand its appeal beyond conventional tourism. Design drawings for the Unity Mall are expected by July 31.
Enhancing Visitor Experience and Safety
To celebrate its diverse offerings, World Tourism Day in September will now expand into “World Tourism Month,” featuring various monsoon festivals like Sa o Joa o, Shigmo, Carnival, and Chikhal Kalo.
Safety and cleanliness measures have also seen marked improvements. Initiatives include increased coastal police presence, dedicated beach apps, tourist helplines, and action against touts. The focus is shifting towards quality tourism, supported by digital governance and assistance for local operators.
